摘　　要：首先分析了技术—环境壁垒对企业技术创新的作用机制。之后,通过建立理论模型进一步分析了技术—环境壁垒对企业技术创新的激励作用,结果显示技术—环境壁垒的设置对出口国企业的技术创新会产生倒逼机制,在转移市场不存在、本国政府鼓励创新时,这种倒逼机制产生的创新强度达到最大。最后,利用欧盟CR法案影响我国打火机企业技术创新的案例验证了上述结论。Firstly, the paer analyzed dynamic conturibution of S＆T public expenditure to technological innovation.It obtained mechanism of S＆T public expenditure to technological innovation . After that, the game model analyzed the conditions that S＆T public expenditure promotes enterprise technological innovating.We thought that the higher the barriers setting up the country＇s market share,more fully grasping barriers to information and competitor information , more outside in innovation driven factors, the more likely companies greater technological innovation. Finally, the case of the EU lighter CR bill impact of technological innovation to verify the above conclusion.
