摘　　要：目的研究基本公共卫生服务项目成本测算,为推动基本公共卫生服务发展、评价政府补偿是否到位、考核社区卫生服务机构服务效率提供依据。方法选择某市A、B两家社区卫生服务中心作为研究单位。对A、B两家社区卫生服务中心在同一时间段里进行为期8 d的随机调查,测得50例各项基本公共卫生服务项目,计算劳动时间、单项成本、人力成本及人力成本占比。对开展频次较少和未开展的项目通过典型案例估算的方法获得劳动时间,再根据公式计算项目成本。结果测算出了10类41项基本公共卫生服务项目的劳动时间、单项成本、人力成本及人力成本占比。结论建立科学的基本公共卫生服务测算体系,可以体现服务效率,并为政府补偿提供重要依据。Objective To explore the cost estimation of basic public health service so as to promote its development,evaluate whether the government compensation is in place and provide evidence for checking the efficiency.Methods Two community health service centers A and B in a city were chosen as the research subjects.In a random investigation lasting 8 days,50 items of services in A and B communities were found.Calculate the labor time,cost of each item,manpower cost and manpower cost share.Typical case estimation method was used to obtain the labor time of the less frequent and underdeveloped items and then calculate the item cost by formula.Results The labor time,monomial cost,manpower cost and manpower cost share of 10 kinds,41 basic public health services items in all were calculated.Conclusion The establishment of a scientific calculation of basic public health services system can reflect the efficiency of basic public health service and provide an important basis for government compensation.
