摘　　要：市政管线的规划审批是城市规划管理工作的难点,传统的人工审批方式已不能满足精细化规划管理的要求。文章分析了现行的市政管线规划电子报批存在的主要问题,提出了在"一张图"基础上实现市政管线规划电子报批的设想,介绍了市政管线规划电子报批系统的技术路线、功能和关键技术,并结合实际案例说明了系统良好的实施效果,实现了市政管线的辅助设计、规划审核与建库一体化。The planning examination and approval of municipal pipeline projects has become a difficult issue in urban planning management. The traditional way of examination and approval has not been able to satisfy the requirements of detailed planning and management. This paper analyzed the main problems in the existing electronic approval of municipal pipeline projects, and proposed a framework of electronic approval of municipal pipeline projects based on the Single Map. The technical approaches and the functions were also introduced. The implementation effects of the proposed electronic approval method were verified with a case study, in which the integration of design, approval and database construction were realized.
