混合所有制、现代市场体系与国有企业改革路径──基于扩展了的超产权理论视角

摘　　要：中国的国企改革已经有30多年的历程,十八届三中全会的召开又一次把国企改革推到了深化改革的前台。文章认为国企改革应从内部治理机制和外部市场环境同时进行,因此扩展了超产权理论的内容,基于此指出了混合所有制和现代市场体系是当前国企改革应该坚持的方向,并提出了针对国企改革的相关政策建议。The reform of state-owned enterprises（SOE） in China has gone through a process of more than 30 years, and the Third Plenary Session of the 18 th CPC Central Committee advocates once again to deepen the reform of SOE. This paper argues that SOE reform should be carried out from both the internal governance mechanism and external market environment simultaneously. Therefore, based on the extended beyond property-right theory, it points out that the mixed ownership and modern market system are the direction that the reform of SOE should follow, and puts forward policy suggestions relevant to the reform of SOE.
