构建战略环境评价综合集成研讨厅体系的研究

摘　　要：战略环境评价是一个开放的复杂巨系统,单靠还原论的方法和专家经验判断的整体论方法,都不能解决战略环境评价中的复杂性问题,需要从方法论的层面上,寻找战略环境评价的新思路。钱学森等提出处理开放的复杂巨系统的方法论,即从定性到定量综合集成法,并认为从定性到定量综合集成研讨厅是综合集成方法的实现平台。文章把从定性到定量综合集成的方法论用于战略环境评价,结合战略环境评价的特点,提出构建战略环境评价综合集成研讨厅体系的设想。讨论战略环境评价综合集成研讨厅体系的设想实现的可能性及存在的问题,并提出先建立战略环境评价综合集成研讨厅体系原型系统的建议。SEA is an open complex giant system （OCGS）. Complex problems in strategic environmental assessment （SEA） can＇t be solved by reductionism methods and holism expert judgment. So SEA needs new methodology. Meta-synthesis method is proposed to tackle with OCGS problems by a Chinese system scientist Qian, Xuesen. And the hall for workshop on meta-synthetic engineering is regarded as platform of the meta-synthesis approaches engineering practice. In the paper, Meta-synthesis method is used to SEA. According to the characteristics of SEA, the conception of constructing the system of hall for workshop on meta-synthetic engineering for SEA is put forward. It discusses the feasibility and difficulty in constructing the system of hall for workshop on meta-synthetic engineering for SEA. And some proposals is put forward.
