公共政策质量的概念构思、测量指标与实际测量

摘　　要：公共政策质量是指公共政策的合理程度,具体包括政策是否合情合法、是否具有可行性以及是否体现了利益相关者的利益诉求三个方面。根据公共政策质量的内涵和我国公共政策制定实际,以多源流理论为基础,可逻辑推演出公共政策质量的测量框架与测量指标。公共政策质量的测量指标由政策问题、政策方案、政策价值三个层面组成。针对公共政策质量测量指标边界模糊、难以定量的问题,运用模糊综合评价法能够对公共政策质量进行科学有效的测量。By expand the meaning of quality into public policy, this paper generalizes public policy quality as the reasonable degree of public policy, namely, whether the policy is legal and reasonable; whether the policy is feasible; whether the policy is a tribute to the interests of stakeholders. Based on literature survey and the multiple streams framework, this paper develops the assessment scale for public policy quality from three dimensions of policy problem, policy option and policy value. Hangzhou＇ s traffic restriction scheme is tested by this assessment scale and fuzzy comprehensive evaluation method in this paper. The findings show that the result is consistent with actual situations.
