摘　　要：版权法中的权利限制制度为公民的基本文化权益保障与信息公平提供了理论与政策支持,三网融合与宽带应用等新技术为知识信息的远程传播打开了便利之门。作为公益性文化传播机构,公共图书馆在面向少数民族读者提供网络服务时,可以在现有政策与实践案例的基础上,深入挖潜,利用制度优惠,勇于探索新的服务项目,在提供平等信息服务方面发挥更大作用。Right Restriction System in Copyright Law provides the theory and policy support for the citizen＇s basic cultural rights and interests safeguard and information fairness. New technologies, such as triple-play and broadband applications, provide the convenience for remote transmission of knowledge and information. As public welfare culture dissemination agen- cies, when providing network services for ethnic minority readers, on the basis of the existing legislation and practice cases, public libraries can do in-depth exploration, utilize the favor of policy system, explore new service items in courage, and in finally they can play a bigger role in providing equal information services.
