摘　　要：近年来,上海注重发挥中国(上海)自由贸易试验区先行先试"制度试验田"的作用,开始启动重点领域的事中、事后监管,推进商事登记制度改革,金融领域形成事中、事后监管基本框架,海关建立货物状态分类监管制度,上海口岸启动"单一窗口"管理制度。政府职能转变已有重大突破,政府管理由事前审批逐步转为事中、事后监管。未来在全市范围推进事中事后监管,必须注重顶层设计、强化统筹协调、下沉监管重心、完善监督机制。In recent years, Shanghai has paid attention to the role Shanghai FTA played as a pilot ＂ system experimental field＂, started the on and afterwards regulation in key areas, promoted commercial registration system reform, formed basic regulatory framework for on and afterwards regulation in financial sector, established the Customs cargo state regulatory classification system and started Shanghai port ＂single window＂ management system. Transformation of government functions has made breakthrough and the government management gradually changed from prior approval to on and afterwards regulation. To promote the on and afterwards regulation in the city in the near future, we must focus on top--level design, strengthen co--ordination, sink regulatory focus and improve the supervision mechanism.
