摘　　要：从技术的层面讲,云计算技术提供的基于三层(Iaa S、Paa S、Saa S)基础架构管理和服务以及相关的方法论应该是解决目前地方高校在信息化发展道路上遇到瓶颈的最佳解决方案。但鉴于云计算技术本身具有一定的复杂性以及地方高校信息化发展水平制约,云计算应用在地方高校还未远远普及。主要研究地方高校云计算应用实践中的项目管理、实施策略、实施重点等几个关键问题,目的是希望各地方高校云计算应用尽早由理论阶段进入到实践阶段,使广大师生受益。In terms of technology, the three layers （IaaS, PaaS, SaaS） infrastructure management and services and relevant methodology provided by cloud - based computing technology should be the best solution to the current bottleneck in local colleges and universities on the path of development of information technology. But due to the certain complexity of cloud computing technology and the constraint of the informationization development in local colleges and universities, cloud computing has not widely applied. This paper mainly deals with the project management, implementation strategies, and the key implementations etc. in the application of cloud computing in local colleges and universities in the hope that cloud computing can be applied as soon as possible for the benefit of teachers and students in the local colleges and universities
