摘　　要：国土空间开发与资源环境承载力的不匹配成为生态问题的核心。本文分析了国内外国土空间规划研究现状及陆海统筹的必要性,根据陆海统筹与国土空间规划特点,提出陆海管理一体化、坚持陆海统筹、可持续发展规划原则,构建以"数字海洋"为核心的空间发展战略,海岸带专题规划与精细化管理、滨海特色与海洋文化培育、防灾减灾与国土安全的国土空间规划与管理策略。The uncoordinated between National spatial development and resources and environment carrying capacity become the core of e- cological problems. This paper analyzes the research status of national spatial planning at home and abroad, and the necessity of the Land- Ocean overalL Then, based on the feature of the Land-Ocean overall and national spatial planning, we propose that the integration of Land and Ocean management, meantime, we adhere to the Land--Ocean overall strategy and the principle of sustainable development planning, and construct a space development strategy that takes the＂digital ocean＂ as the core. We will put forward the ＂Coastal zone＂ project planning and fine management, as well as coastal features and marine culture cultivation, disaster prevention and national spatial planning and man- agement strategy of homeland security.
