基于“多规融合”的国土空间规划协调性评价

摘　　要：随着国土空间规划越来越受重视,规划管理也越显其重要性。然而我国由于行政管理体制等各方面原因,不同规划之间的协调与衔接工作做得并不够完善。本文从"多规融合"出发分析我国现有空间规划的联系及冲突,探寻建立符合我国国情的空间规划协调机制,以期构建"一套规划,统一编制,统一平台"的"多规融合"的规划管理与评价机制。其中促进规划协调的措施主要包括:统一编制指导思想,统一各规划的分类、制图等标准,完善数据库的统一管理,推进规划管理机构和管理机制的改革创新。With the increasing importance of land spatial planning, the management of planning is also more importance. In our country, be- cause of the administrative management system and other reasons, there are not perfect on the coordination and cohesion between different planning. From the ＂fusion of multiple planning＂, we analysis the contact and conflict of our existing spatial planning ,and of explore the es- tablishment of spatial planning and coordination mechanism in conformity with the national conditions of our country, which in order to con- struct ＂a set of unified planning, unified platform, system＂ of the ＂fusion of multiple planning＂ of planning management and evaluation mechanism. The promotion plan coordinated measures mainly include compiling unified guiding ideology, unified classification, mapping standard for each planning, improve the unified management of the database, promote reform and innovation of the planning and manage- ment bodies and management mechanism.
