摘　　要：保险发展具有历史阶段性,认识现代保险服务业的地位、功能与定位是发展的逻辑起点。本文基于相关理论和现实,采用历史和比较的研究方法,证明了现代保险服务业在经济增长中不可或缺,参与社会治理可行有效。结合当前特殊背景,发展现代保险服务业是我国经济提质增效升级、完善社会治理结构、助力政府职能转变、提高行业竞争力的迫切需要。保险功能具有时代特征并不断拓展,中国现代保险服务业是市场决定性作用和政府扶持与引导的结合、组合和融合,应扩大传统风险保障范围,创新保险服务和产品,投资新兴民生产业和基础设施,以充分发挥现代保险功能,促进其发展。The development of the insurance industry falls under different stages. To understand the status, func- tion and positioning of modern insurance services is the logical starting point for its development. Based on relevant theories and practical data, the paper used historical and comparative methods to prove that modern insurance indus- try was indispensable for economic growth and feasible and effective in social governance. In the current economic and social context, the development of modern insurance services has become an urgent need to upgrade quality and efficiency of our economy, perfect the structure of social governance, propel transformation of government functions, reform social governance structure, and enhance the industry＇ s competitiveness. Insurance functions have character- istics of the times and have been expanding continuously and dynamically. Chinese modern insurance services are a combination and integration of market-driven forces and government supports and guidance. It＇ s essential to expand the scope of coverage of traditional risks, innovate on insurance services and products, and invest into emerging live- lihood industries and infrastructures in order to fully mobilize the functions of modern insurance industry and pro- mote its own development.
