城市老旧小区改造的模式与对策——以沈阳市为例

摘　　要：以沈阳市为例,提出老旧小区改造的模式主要有维护保留、修缮改造、功能重塑和拆迁重建;阐述老旧小区改造中应坚持以人为本、传承文化、综合治理、绿色生态、科学发展、统筹兼顾等原则;具体论述老旧小区改造中应采取的对策:完善政府主导的运作体制、健全相关工作的政策法规、实施严格规范的管理程序、构建科学可行的评价指标体系、建立科学长效的管理机制,以及调动社会各方的资金渠道。Taking Tiexi district in Shenyang as an example, the main patterns of the renovation of old residential area are presented, which are： maintenance and retention, repair and transformation, functional remodeling, and demolition and reconstruction. It is expounded that during the renovation it should insist on the principles of people-oriented, cultural heritage, comprehensive management, ecology, scientific development, and overall planning. The countermeasures to be taken are specifically discussed： improving the operation of government-led system, establishing policies and regulations of related work, implementing strict and standardized management procedures, building a scientific and feasible evaluation index system, establishing a long-term scientific management mechanism, and mobilizing funding sources from all sectors of society.
