摘　　要：农业适度规模经营以规模经济理论为基础,由于农业生产的特殊性,所以现实中并不存在农业生产的最优规模,只能是适度规模经营。河南省人多地少,农业生产以小规模农户分散经营为主,"三农"问题尤为突出。适度规模经营是解决河南省农业小生产与大市场、小规模与现代化、社会效益与经济效益等一系列深层次矛盾的重要途径和必然选择。随着农地流转速度加快,河南省农业规模化经营态势日趋明显,农业基础设施条件逐步改善,现代农业技术和农地集约利用水平不断提高,农产品品质稳步提升,规模经营效益逐步显现。为解决农地流转比例仍然偏低且区域不平衡,资金短缺、融资难,农业基础设施仍然薄弱,新型农业经营主体参差不齐等突出问题,河南省农业适度规模必须结合区域人地关系状况循序渐进、因地制宜,积极发挥政府的规划、引导、扶持、服务和管理职能,逐步建立健全农地流转的市场机制,激活土地流转供给和需求的动力机制。Moderate-scale management of agriculture is based on the theory of scale economy. But the optimal size of agricultural management does not exist in reality because of the special nature of agricultural production, therefore, only moderate-scale management is appropriate. There are more people and less land in Henan province, which leads to agricultural production pattern by small-scale decentralized management for farmers, and three di- mensional rural issues ＂ are particularly prominent. It is an important way and the inevitable choice for moderate- scale management to solve a series of deep-rooted contradictions such as the agricultural small-scale production and big market of Henan province, small scale and modernization, social benefit and economic benefit and so on. With the speed of farmland circulation being accelerated, the trend of agricultural scale management has become increas- ingly obvious in Henan province, agricultural infrastructure conditions are gradually improved, the level of modem agricultural technology and farmland intensive utilization is constantly improved, and the quality of agricultural products is increased steadily, the scale management benefits circulation remains low and the regional imbalance is serious, are gradually seen. However, the ratio of farmland the shortage of funds and financing difficulty are the biggest bottleneck, agricultural infrastructure is still weak, the main body of new agricultural management is une- ven. In order to solve the former problems, we must promote agricultural moderate-scale management of Henan province combined with the status of regional relationship between man and land step by step, adjust measures to local conditions, and actively play the government＇s function of planning, guidance, support, service and manage- ment, establish and perfect the market mechanism of the farmland circulation gradually, activate the dynamic mechanism of supply and demand of farmland circulation.
