摘　　要：本文首先明确了"国内贸易流通"的概念,认为"现代流通"为国民经济各产业运行提供了交易平台和网络体系,不能再把其理解为某一传统产业,而要作为"现代社会经济运行的基础";其次指出当前内贸流通面临的新形势和新任务,并从政府角度出发,指明需要突破的重点领域和解决的重大问题,包括完善流通行政管理体制、健全流通法律法规标准体系、完善中国特色的流通宏观调控体系、形成推进流通现代化的政策促进体系;最后文章提出了我国贸易流通的改革思路和建议,包括统筹四个方面关系、确定发展评价目标和指标、找准工作切入点等,以期深化国内贸易流通的理论和实践研究。The article first clarifies the theory of ＂Domestic Trade Circulation＂ and states the fact that ＂Modern Circulation＂ is offering a trading platform and an internet system. That means it can no longer be treated as a traditional industry but a foundation for the operation of modern social economy. In order to solve the main problems and promote the major fields, the author then points out the prospect of future trend and goal which domestic trade circulation is about to meet. On behalf of the government, the following parts must be covered： perfecting the circulation administration system, making a normative rule of law, building a complete macro - control with Chinese characteristics and forming a promoting system in politic field to propel the modernization of circulation. Last, advice is brought out to further study on theory and practice in domestic trade circulation, including the ordination of four main aspects,confirmation of assessment objectives and the cutting edge of study work, etc.
