基于加州大学视域下对我国高校教师晋升改革

摘  要:借鉴美国加州大学戴维斯分校的制度体系,来探索中国高校教师晋升与绩效评价制度的改革。加州大学戴维斯分校的教师晋升与绩效评价制度有以下特点:学术评议会拥有实际的权力,是制度的核心组织之一;教授分级制使学术表现决定薪酬水平,体现绩效评价功能;加速晋升制度与学术公平评审制保证为教师提供公平而合理的职位;申诉制度为维护教师的合法权益提供了平台;平衡政策在教师的工作与生活之间维持着一种适度的张力;同行评议体现责任、权利与义务,有助于形成开放、合作、互惠、互相促进的学者共同体。针对中国高校教师晋升与绩效制度的实施现状,本文认为应从五个方面加以改进:继续强化学术权力,发挥学术评议会在学术评价中的中心作用;打破以学科发展为导向的指标定额限制,切实推进以绩效评价为基础的晋升制度;让院系不同职称级别的教师共同参与教师候选人的晋升与绩效评价过程,发挥同行评价的作用;兼顾教师职业强化与个体发展的目标,增加政策的弹性,缓解教师工作强度与生活压力之间的矛盾;建构实至名归的申诉制度,需要明确权益的救济途径,引入评审听证制度。The staff Promotion in China's colleges and performance evaluation mechanism are discussed in this article with the reference of the the system structure of the Davis Branch,University of California.The features of its staff promotion system are as follows:academic senate has the actual right,which is one of the core organization,professor grading system makes the academic determine the salary,it reflects the function of performance evaluation;quickening the promotion system and fair academic evaluating system to provide the teachers with fair and reasonable posts;the complaining system offers the platform to maintain the teachers' legal rights;the policy of balance maintains a kind of suitable strain force between the teachers' work and life;colleagues evaluation shows the responsibility,right and duty;helpful to the scholars' community.As for the real situation I think that it should be improved in 5aspects:keeping strengthening academic right,performing the central role of academic evaluation system in the academic examination;letting the teachers with different titles participate in the promotion and evaluation process,embodying the role of colleague evaluation,giving consideration of the teacher's profession and individual development to show the flexibility,so that the conflict between the teachers' work intensity and life pressure is released;forming the real system of complaining,we need the clear-right relief of approach,and introduce the review the of hearing system.
