基于创新生态观的科技管理模式

摘　　要：创新生态体系是当前学术研究的一个新热点。创新的实现需要一个产业生态。突破性技术不一定是创新的成功,创新的成功需要在生态中实现。结合多个案例的研究发现,我国科技管理模式过于强调技术的重要性,从计划、立项、资助到评价都把技术孤立到产业之外,产业化的速度远远跟不上技术的步伐。建议决策部门应从创新生态的角度重新思考我国科技管理模式,从培育更具竞争力的创新生态系统着手,提高国家科技管理的效率和产业创新的能力。The study of innovation ecosystem is hot topic in academic research. The paper proposes that the inno-vation is successful only in a good ecosystem. Without that, even breakthrough technology can lead to innovation. Based on analysis of many cases, we found, the current management model of science and technology from fun-ding to assessment focus more on technology, less on market and industrial chain. We propose to change the cur-rent model and establish a new model with innovation ecosystem as the hare core.
