摘　　要：资源依赖、能源依赖是水泥行业的显著特点。当前雾霾气候急剧恶化,水泥行业的节能减排工作更加重要。本文分析了水泥行业的能耗高、污染重的现状,阐述了水泥行业发展所面临的产能过剩、生产设备和生产工艺落后、区域产业规划环评滞后等诸多困难,提出了加强行业整体技术创新能力、调整水泥产品结构等对策和建议,这些对水泥行业今后的发展有着重要意义。政府和行业内相关机构也要加强监督管理,提高企业的节能意识。Resource dependence and energy dependence is the distinctive feature of the cement industry. Due to the sharp deterioration in the current climate haze, energy-saving and emission reduction of the cement industry is more important. This paper analyzes the high energy consumption and heavy pollution status of the cement industry, elaborates the difficulties faced by the cement industry, such as, overcapacity, production equipment and production process lagging behind, the regional industrial planning EIA lagging behind, and so on, proposes the countermeasures and suggestions, like, strengthening the technological innovation capability of the cement industry, adjusting the structure of cement product, which are of great significance for the cement industry. Government and industry related organizations should strengthen supervision and management and raise awareness of energy-saving.
