摘 要:公共服务动机是近二十多年来国外公共行政学研究关注的焦点。建立在个人与组织匹配理论基础之上的公共服务动机研究,代表着公共行政学试图构建一种有别于私人部门"经济人"假设、为公共部门所特有的人性假设之努力。国外公共服务动机研究主要考察了公共服务动机对职业选择、工作满意度、工作绩效、组织变革接受度和公民参与态度的影响。作为一种尚处于发展中的理论,国外公共服务动机研究在理论建构方面,忽视了公共部门雇员角色冲突,也忽视了偏好伪装和思想、语言表达、行为"三体分离"所带来的客观测量挑战;在实证分析方面,反向因果、中介变量影响和内生性问题都未得到有效处理。Public service motivation (PSM) is a focus of overseas public administration research. PSM research has a history of more than two decades, which based on person-organization fit theory, represents an endeavor to construct a hypothesis about human nature which is different from economic man in public sector. Overseas PSM research mainly explores the effects of PSM on employment choice, job satisfaction, job performance, support for organizational change and support for citizen participation. In the aspect of theory construct hand, PSM research ignores measuring difficulty mainly caused by the conflict between public and private role, and the challenge result from preference falsification and existence of three separate systems in human's thought, lenguage and behavior. In the empirical analysis the problems of reverse casualty and intervening variables are partly ignored, as well as disposal of endogeneity.
