石油重大科技专项预期经济效益评估案例与思考

摘　　要：科技项目的预期经济效益量化评估一直是科技管理的难点,也是企业关注的问题。中国石油西南油气田公司根据中国石油天然气集团公司科技评估中心提出的操作评估方法,在重大科技专项的开题设计中首次进行应用。详细介绍了该重大科技专项预期经济效益评估的步骤和方法,并对评估方法中存在的问题进行了思考,并提出了下一步改进的建议。研究认为,今后科技项目评估中,应尽可能将量化的指标列入经济效益评估中,在进行储量价值评估后可不再进行产量价值评估,参数的选取也应该动态化。For lots of scientific and technological projects, a quantitative assessment of their expected economic benefits is not only very difficult for technological management but also a concern for most enterprises. An operative evaluation method, provided by the scientific and technological evaluation center of CNPC, has been applied to the proposal design of major scientific and technological projects for the first time by Petro China Southwest Oil and Gasfield Company. This paper presents the step and method to evaluate the expected economic benefits for the projects, analyzes some existing problems, and makes some practical suggestions. Results show that(1)in the future evaluation, quantitative indicators should be added into the benefit evaluation as far as possible;(2)it's unnecessary to do output value assessment after reserves value assessment; and(3)parameters should be selected dynamically.
