摘　　要：阐述了现行基层水利组织运行的3种模式及存在问题,并进一步分析了组织定位模糊、制度供给不足、人员结构不合理等原因,认为寻求因地制宜的基层水利服务体系运行模式是当前亟待解决的问题。This paper described 3 operation modes of the current water conservancy organizations in rural grass-roots and ex-isting problems, further analyzed the reasons for these problems, such as fuzzy organizational localization, insufficient institution supply, and unreasonable personnel structure, and considered that seeking the operation mode of grass-roots water conservancy service system suitable for the local conditions was the urgent problem to be solved at present.
