摘　　要：本文利用2004-2013年"9+2"合作区191项地方政府府际协议数据,考察合作区内地方政府的理性选择行为对网络治理结构演进的作用机理。研究结果表明:行政地理边界构成的合作区逐步推进了由地方政府个体决策缔结而成的自组织网络,在不同领域通过"地理路径"、"抱团路径"与"借势路径"形成SG、NLO与NAO结构。我国经济社会发展的多目标实现要依据不同合作领域的性质实现跨地理空间区域的网络合作关系,从而实现更大范围内功能区的整合。In this paper,we utilized the 191 interlocal agreements data of ＂9 ＋ 2＂collaborative zone in 2004- 2013,explored how local governments＇ rational action determined the collaborative network evolution. This study pointed out：Collaborative zone consist of administrative geographical boundaries evolved into self-organizational network formed by involved local governments. ＂geographical pathway＂leading to SG structure,＂huddle pathway＂leading to the NLO＂borrow authority pathway＂leading to NAO structure. Therefore,for local governments,to achieve multi-goal,not only through collaborating with geographic adjacent jurisdictions,but attempt to integrate at a larger geographic range.
