摘　　要：由于目前我国孤残儿童救助及其收养制度的不完善,导致孤残儿童权益遭受侵害的事件不断发生,问题十分严峻。当务之急要加快立法步伐,抓紧从完善孤残儿童救助的相关法律制度、修改完善我国《收养法》的相关内容、加强对收养行为的法律监督和积极推进涉外收养等几个方面入手,进一步完善我国收养法律制度。At present the imperfect of aid for orphans and disabled children and legislation on adoption system,result in invading the rights of orphans and disabled children and this situation is becoming a very tricky problem. We should improve and perfect the legal system of aid for orphans and disabled children,amend and improve Chinese Succession Law,enhance the policy of aid for orphans and disabled children and change the position of welfare,strength the legal supervision of adoption and prompt foreign related adoption,in order to provide precondition for maintaining and protecting the rights of orphans and disabled children.
