摘　　要：国家治理体系和治理能力现代化的推进,需要处理好国家诉求与公民诉求的关系。历史上,国家诉求与公民诉求呈现为紧张的内在关系,实质上表现为国家诉求的张扬和公民诉求的淹没。在当代中国,国家诉求与公民诉求表现为良性的互动关系,但这不意味当代中国国家诉求和公民诉求不存在抵牾。国家治理体系和治理能力现代化的推进需要在国家诉求与公民诉求深层互动上下大力气。It needs to deal with the relationship between state rules and civil rights in the development of modernization of state rule system and ruling ability .In history ,there was tight relation between the two with state rules widely known and civil rights greatly disregarded in reality .In the contemporary China ,there is benign and interactive relation between the two .However ,it does not mean there is not conflict between the two .Therefore ,we must try our best to promote profound interaction between national interests and civil rights .
