摘　　要：交通运输行政管理,是各级交通运输主管部门履行职能的重要内容,也是推进交通运输治理能力现代化的重要手段。以推进交通运输治理体系和治理能力现代化为视角,从我国交通运输行政治理体系和治理能力存在的问题为切入点,分析了交通运输行政管理面临的形势,从交通运输现代治理体系建设、政策法规体系的完善、市场准入制度和退出机制分析、执法行为的规范化等方面提出了新形势下加强和创新交通运输行政管理的政策建议。The administrative management of transportation is not only an important content to the func？tion of the different levels in transportation departments, but also an important means to promote the mod？ernization of transportation management ability. From the perspective of promoting the modernization of the transportation system and management capacity, taking the existence problems in transportation ad？ministrative management system and government capacity as the breakthrough point, the article analyzes the situation of transportation administrative management. And from the aspects as the construction of modern transportation management system, improvement of policies and regulations system, the analysis of market access and exit mechanism, the standardization of law enforcement actions, it proposes the poli？cy recommendations of strengthening and innovating the transportation administrative management under the new situation.
