摘　　要：应对突发事件的关键在于时间上要快,效果上要好,综合考虑这两方面的评估被称为时效性评估。应急响应程序是由多个具有逻辑先后顺序的应对行动组成的,前面行动执行的效果会对后面的行动产生影响,不同行动的特点和评价指标是不一样的。根据行动的评价指标与其时效性的定性关系,通过构造函数定量表达的方法,给出了不同行动的时效性评估函数。并针对资金固定时单行动的时效性评估问题进行了理论研究,通过推导证得该行动不同质量的同一种类资源的配比存在着最优值,使得其时效性评估函数值达到最大。本研究对分析影响时效性的主要因素奠定了基础。The key to responding to emergencies is to be quick in time and good in effects .The evaluation incor-porating these two aspects is called efficiency evaluation .Emergency response procedure is composed by multiple logical and successive responsive action groups .The effect results of previous action will affect the subsequent action.The features and evaluation indicators for different actions are different .According to the qualitative rela-tionship between the evaluation indicators of actions and their efficiency , by means of the quantitative expressions of constructors , it gives functions for the efficiency evaluation of different actions .For the efficiency evaluation of a single action when the capital is fixed , it also carries out a theoretical research .Through deduction , it is proved that the proportioning of same kind of resources with different qualities in this action has the optimal value, which makes the function values of efficiency evaluation reach the maximum .This study lays the founda-tion for analyzing the main factors affecting efficiency evaluation .
