摘　　要：新中国成立至今,治国理念呈现出从社会管理向社会治理转变的发展轨迹,内在蕴涵两种价值理念的转向:一是经济发展与社会发展的关系从失重向平衡转换;二是社会管理导向从重视生活质量向关注社会质量转换。引自欧洲的社会质量概念逐步嵌入于这两种转向过程,同时,其也为诠释社会治理问题提供了崭新视角。新时期社会治理研究不应忽视社会质量取向,应在个体实现与社会发展互动统一的视域下,建构以增进社会团结和社会信任为价值基础,以社会经济保障、社会凝聚、社会包容和社会赋权为核心内容的新型社会治理模式,进而在一定程度上推进我国社会管理体制创新。From the founding of new China to the present,the development track of transition goes from social management to social governance,which includes the inherent implication of two kinds of value concept: one is the relationship between economic development and social development from weight loss to the equilibrium,the other one is that the social management shifts from life- quality oriented to social- quality oriented. Social quality connotation from Europe gradually embedded in two kinds of steering process,and at the same timeprovides a new perspective to interpret social governance issues. The research on social governance should not ignore the social quality orientation in the new period,it should establish the new social governance mode with the value basis of increasing social unification and social trust,with the key content of the social and economic security,social cohesion,social inclusion and social empowerment,in perspective of interactive unity of individual realization and social development,therefore,to further promote the innovation of China's social management system in a certain extent.
