摘　　要：以完善公共体育服务为价值导向,以社会性体育组织如何参与公共体育服务为议题,综合运用文献资料调研、访谈、案例分析等方法展开研究,并得出以下结论:1)恰当处理"官民二重性",加强监管是社会性体育组织为公众服务的关键;2)公共体育服务的有效供给需要重视体育教师群体的作用;3)社会体育指导员的培训应该考虑群众体育需求的差异性;4)重视部门结构重组,促进业务协同是公共体育服务均衡发展的制度保障。To improve public sports services as the value orientation ,how do social sports or-ganizations participate in public sports service as the topic ,integrated use of methods of litera-ture review ,interviews ,case studies ,this paper carried out research and drew the following conclusions ：1） proper treatment ,＂the official public duality＂ to strengthen supervision is the key to community sports organizations as a public service ;2 ） the effective supply of public sports services need to focus on the role of physical education teacher groups ;3 ） social sports instructor training should consider mass sports need differences ;4） emphasis on sector restruc-turing ,promote business collaboration is an institutional guarantee balanced development of public sports services .
