摘 要:世界各国将研发作为可持续发展驱动力,以研发投入作为创新政策工具之一,并将专利产出作为评估指标。基于台湾新竹科学园区6大产业1989-2012年经营绩效、研发投入、专利数和投资金额数据,运用回归分析方法探讨了研发投入、专利与经营绩效之间的关系与影响。结果显示,政府研发投入与企业经营绩效正相关;研发投入与专利数正相关,但专利件数与经营绩效相关性较弱;企业投资规模与园区经营绩效正相关。进一步验证了政府将研发投入作为创新政策工具的有效性,可为政府及企业制定研发创新政策提供参考。The world will research and development as a driving forces for sustainable development, in order to R& D ex- penditures as one of the innovation policy tools, and the patent output as evaluation index. Based in Taiwan Hsinchu Sci- ence Park 6 Industry 1989--2012 years performance, R & D expenditures, patents and investment data, the use of regres- sion analysis to explore the relationship between R & D expenditures, patent and business performance and impact be- tween. The results showed a positive correlation in government R & D expenditures and performance was; R & D ex- penditures to have a positive correlation between the number of patents, but the number of patents related to weak operat- ing performance; Corporate investment scale of the park operating performance was positively correlated. Further validate the effectiveness of government R & D expenditures as an innovative policy tool, which provides a reference for the gov- ernment and enterprises in the development of research and innovation policies.
