中国大陆地区无障碍格式版作品制作及传播现存问题与对策

摘　　要：全民阅读被广泛关注的今天,中国大陆地区在为常规格式版作品阅读障碍者制作和传播无障碍格式版作品的过程中,存在诸如传播环境不完善,传播者受局限,传播内容种类少、数量小、质量低,传播渠道不畅,受传者接受程度有限,传播效果无人关注,缺乏健全的反馈机制等诸多问题。笔者在资料收集与文献分析的基础上,提出了相关的改进对策:健全法律法规体系;明确被授权实体责权利;扩展传播内容,统一传播格式;捋顺传播渠道;提高常规格式版作品阅读障碍者的可接受能力;关注传播效果,建立反馈机制,实施全方位监督。Recently reading for all has been widespread concern, there were many problems on production and dissemination of accessible format version works for regular format print disabilities in Chinese mainland, such as propagation environment was imperfect; the communicators were limited; the disseminate content were less kind, small quantity and low quality; communication channels were poor; those who pass accept a limited extent; the results of dissemination were neglected; the sound feedback mechanism was lack. Based on data collection and literature analysis, the author proposed improvements related the above problems, roughly as follows： sound legal system; specifically authorized entity responsibility and rights; expand dissemination of the contents; unified spread format; stroke along communication channels; improve the acceptable capacity ofthereadingdisabilitiesforconventionalformatversionworks; concern the results ofdissemination, establish the feedback mechanism; implement the comprehensive supervision, etc.
