摘　　要：实现高质量的城镇化目标是国民经济发展的重要战略。诺瑟姆曲线指出,工业化是城镇化的根本动力,通过分析江西城镇化进程,在第二产业的快速推动下,江西城镇化建设正处于发展中期阶段。面对城镇化率低于全国平均水平、人口城镇化速率低于土地城镇化速率、市民化进程低于人口转移速度的"三低"现状,提出实施城市集群发展,以工业园区和特色产业基地建设为平台,推动产业集聚和人口集聚,改善和发展公共服务,优化产业结构,培育战略性新兴产业,促进第三产业服务业的稳步发展。The achievement of high quality urbanization is the key strategy of national economic development. The Northam Curves indicates that the industrialization is the fundamental power of urbanization. The analysis of the Jiangxi urbanization procedure shows that the construction of Jiangxi urbanization is in the middle state under the fast impetus of the second industry. Against ＂The three low＂ status of the current urbanization rate lower than that of national average level, the population urbanization rate lower than that of the earth urbanization, the citizen procedure lower than that of the population transform, this paper proposes the implementation of city cluster development, construction of industrial park and special industry base as platform, pushing industry cluster and population gathering, improving and developing public service, optimizing the industrial structure, cultivating the strategic novel industry and promoting the stable development of the third industry and service industry.
