幸福社区的内涵及其测评指标体系的构建

摘　　要：社区是社会的细胞,也是人们安身立命之地。人们生活的幸福程度的高低直接反映在社区生活之中。幸福社区也是幸福社会的基础。幸福社区的基本目标是建立管理有序、服务完善、环境优美、文明祥和的社会生活共同体。构建幸福社区指标体系应遵循:民本原则,使主观指标与客观指标相结合;导向原则,使发展指标与绩效指标相结合;简约原则,使全面性与代表性相结合;有效原则,使系统性与独立性相结合;特色原则,使共同性与差异性相结合;发展原则,使现实性与长期性相结合。在此基础上,努力打造"五位一体、双重评估、一票否决"的幸福社区测评指标体系。Community, the cell of society, is the fundamental destiny of the people. Happiness degree of people living is apparently and directly mirrored in their community life. Happiness community is the base of the happiness society. The paper has discussed the purpose, contents and the evaluation index system of happiness community. The primary objective of happiness community is to build the social living community with orderly management, perfect service, beautiful environment, civilization and peace. The designing of index system to evaluate happiness community should adhere to the principles of the priority of the people, combined with objective indicators with subjective indicators with regard to goal-directed development indicators and performance indicators. Other principles include simplicity combined with comprehensiveness and representativeness, effectiveness combined with systematicity and independence, characteristics combined with generality and difference, development combined with realism and protracting. Based on these principles, the paper proposes a ＂five-in-one, dual evaluation and one-vote negation＂ evaluation index system.
