摘　　要：顶层设计对于电子政务发展至关重要。基于顶层设计的电子政务互操作框架对于克服共享瓶颈具有重要的现实意义。本文通过借鉴欧美电子政务互操作框架构建的成功经验,结合我国国情,提出了一个以公共服务概念模型、互操作框架分层体系以及互操作协议为主要内容的电子政务互操作框架,并为互操作框架的实施提出了应对措施。Top-level design is critical for e-government improvement. The E-government Interoperability Framework based on the top-level design has important practical significance on overcoming the difficulties of information resource sharing. With the successful experience on interoperability framework of EU, and taking into account China＇s national conditions, this paper constructs an e-government framework which mainly consists of the conceptual model for public services, interoperability levels and interoperability protocds, and proposes some measures in implementing interoperability framework.
