摘 要:传统信用评价方法多从单一建筑市场主体的视角对监理工程师进行信用评价,但监理工程师存在于众多利益相关者形成的社会网络中,且各利益相关者的偏好不同,这会使得在其不太关注的指标评价中出现知觉性偏差。针对此,考虑各利益相关者的偏好,引入模糊软集合理论对监理工程师信用进行模糊综合评价,此方法运用模糊软集合对利益相关者的评价值进行转化,并对其评价信息进行集结,得到监理工程师的最终信用评价值。算例分析表明该方法可以充分表达各利益相关者的偏好判断,更好地约束监理工程师诚信执业。Traditional credit evaluation methods only evaluate the credit of the supervision engineers from the perspective of a single subject. It will lead to perceptual deviation in low concerned criteria because the supervision engineers exist in the social network formed by many stakeholders whose preferences are different. In order to solve this problem, stakeholders' preferences are used to build different credit evaluation index set which overlap among various stakeholders, using fuzzy soft sets theory to evaluate the credit of supervision engineers. The model converts the evaluation value using the fuzzy soft set, and aggregates the evaluating information for obtaining the final value. It makes full use of stakeholders' knowledge and experience, and reflects the uncertainty and incompleteness of the information in the assessment process. Finally, a numerical example indicates that the model fully expresses stakeholders' preferences and avoids perceptual deviation caused by the stakeholders' various attention, which stimulates the supervision engineers to practice faithfully.
