福建三明林地规模化经营问题分析与制度构建

摘　　要：规模经营是党的十八大以后新型农业经营体系构建的重要途径,同时也是南方集体林区提高林业生产经营水平的重要手段。南方集体林区林改后资源权属的进一步明晰使森林资源经营主体产生了规模化经营的需求。文章通过实地调研,对福建省三明市林地规模化经营的现状和问题进行了梳理和总结;对不同类型的经营主体林地规模化经营的需求进行了分析;并在此基础上初步构建了福建三明林地规模化经营的制度框架及相应的政策建议;以期对南方集体林区林地规模化经营制度的建立和完善提供依据。Large-scale operations becomes an important way to build the new Agricultural Management System since the 18th National Congress of the Communist Party of China （CPC）. It also has a very important impact on improving the production and management quality of the southern collective forest. The further clarity of the resource ownership of Southern Collective Forest causes forest resources management entities＇ to need large-scale operations. Sanming City, Fujian Province was selected to be researched , the current situation and problems of woodland scale operations were summarized; Demands for large-scale operations of different types business entities were analyzed; based on these, we tried to initially build woodland large-scale operation institutional framework and corresponding pohcy recommendations, and provide evidence for establishing and improving the woodland large-scale operation systems of Southern Collective Forest.
