摘　　要：上海自贸区建设是适应经济全球化的一项战略选择,它所追求的是要素自由流动、自由贸易为主导的高层级的开放。因此,建议以金融服务外包推动金融服务贸易的发展;创新金融业务促进金融服务业的繁荣;推进跨境人民币业务发展,为境内企业走出去提供便利;以离岸市场作为人民币区域化的战略支点,统筹协调人民币资本项目可兑换;进一步推动外币对市场发展,引入更多新兴市场货币交易;以信息集聚贸易主体,为潜在的金融产品创新提供可能;利用金融服务的集群发展,优化金融服务产业布局;加强自贸区谈判人才的培养,推行金融人才战略;建立自贸区金融服务贸易自由化服务中心和研究机构;全面深入地推进上海自贸区金融服务贸易自由化,从而为金融服务业等现代服务业的扩大开放和重点突破创造有利条件。Shanghai FTZ is a strategic choice to adapt to economic globalization. Shanghai FTZ is the pursuit of free flow of factors and free trade as the leading high-level open. Therefore, it is recommended in order to promote the development of financial services outsoureing of financial services trade; innovative financial services to promote the prosperity of the financial services industry; promote the development of cross-border RMB business , provide convenience for domestic enterprises to go out; offshore market as a strategic fulcrum of RMB regionalization, coordinated the RMB capital account convertibility; To further promote the development of foreign currency for the market, introducing more emerging market currency trading; Subject to the information gathered trade, and provide the possibility for innovation potential financial products; using the cluster development of financial services, optimize the financial service industry layout; strengthen the training of FTZ negotiations personnel, carrying out financial talent strategy; establishing free trade area of financial services trade liberalization service centers and research institutions; shanghai FTZ comprehensively promote the liberalization of trade in financial services, so as to expand the focus of an open and modern service industries such as financial services and create favorable conditions for a breakthrough.
