摘　　要：创新文化是指使可支配资源和力量得以有效组合的理想、价值观和信念,需要借助其表现形式才能把握。民众习惯行为、政府政策法规,以及资源与力量组合方式和组合效果等表现形式,共同构成了创新文化系统,并为环境变化和人的需要的变化所推动。It is innovation culture means that idea, value view and belief which made effective combination of useable resource and power, and which could be understood by their manifestations. A innovation culture system is made of mass acquired behavior, government policies and regulations, patterns and effectiveness of combination of useable resource and power, and is driven by environmental change as well as human need.
