摘  要:我国目前对配额制的福利效果,即配额制造成的福利再分配的评估方法的研究并不多。针对这一问题,文章提出一个基于双目标节能调度模型的可再生能源配额制福利效果分析方法。建立了在煤耗最小化的前提下成本最小的双目标节能调度模型;选取了27台火电机组、1台水电机组和1台风电机组,在此基础上依次扩大可再生能源的机组容量比例,利用和声搜索算法对不同可再生能源比例下的双目标模型进行试算;分析比较不同比例下机组的负荷、煤耗、机组收益、电网购电成本以及降耗成本等。得出结论:在可再生能源配额制度下,变动可再生能源的比例,会导致福利的再分配,即负荷量、煤耗、成本和收益都会在不同的机组之间进行转移和再分配;可再生能源比例从10%扩大到20%的单位降耗成本最低。In recent years, the renewable portfolio standards have been the focus of academic re- search in our country. The welfare effect analysis of such a policy is very important to the imple- mentation and the effectiveness of the policy. The welfare effect of the renewable portfolio stan- dards is the redistribution of the welfare between the related parties caused by the policy. Current- ly, there are few such kind of studies. In this paper a welfare effect analysis method was proposed based on a double-goal energy-saving dispatching model. Firstly, the dual-goal energy-saving dispatching model was established, by which the total energy consumption and the cost were mini- mized. Secondly,29 generating units were selected as the baseline, including 27 thermal power u- nits, 1 hydropower unit and 1 wind turbine unit. Increase wind power capacity step by step to make the renewable energy's proportion up to 20%,30% and 40% respectively. Then the harmony search algorithm was developed to solve the model under the four scenarios of different renewable energy proportion. The unit output, coal consumption, the purchasing costs of the grid company, the cost of energy saving and the government subsidies were calculated and analyzed. Finally the conclusion was reached that increasing the proportion of renewable energy can lead to a redistri- bution of welfare, that is, the load, coal consumption, costs and benefits will be between the differ- ent units transferred and redistribution. In additions, expanding the proportion of renewable energy from 10% to 20% has the lowest unit cost saving.
