公共行政职业伦理的本质诠释及制度构建探析

摘　　要：公共行政职业伦理具有区别于其他职业伦理的根本性质,它以特殊的社会意识形态存在、以特殊的规范调节方式发挥作用、以特殊的责任伦理产生效应。发展和完善公共行政职业伦理,就要健全公平的行政职业伦理规范体系,加强公共行政人员的职业伦理教育,建立完善的行政职业伦理监督与制约机制,加快公共行政职业伦理法治化建设。Public administrative occupation ethics, which has different fundamental nature from other occupation ethics, exists in special social ideology, play a role in special standard, and produce effect in special responsibility ethics. To develop and improve public administration occupation ethics, we should perfect the fair administrative occupation ethics system, strength occupation ethics education of public administrative personnel, establish and improve administrative ethics supervision and restriction mecha-nism, and speed up the public administrative ethics legalization construction.
