摘 要:发展低碳经济是我国的基本国策。铀矿资源是一种不可再生的稀缺资源,低碳经济要求铀矿业从矿业勘查、开发到利用的每一个环节挖掘低碳发展潜力。文章对我国铀矿业低碳发展现状及存在的问题进行分析,从资源产业链视角,探讨铀矿业低碳发展模式,即集管理、生产、技术与政策系统模式,并在此基础上建立五个相互配合的发展机制:管理机制、利益共享机制、规划机制、产业共生与协同发展机制和评估机制,以利于整个资源的整合和低碳经济的发展。Development of low-carbon economy is a basic policy of China. The uranium resource is a kind of rare and non-renewable resource. Low carbon economy requires every link of uranium industry from mining explora- tion, development to utilization should have the potential of low carbon development. In this paper, the present situation of low carbon uranium mining in China and the existing problems are analyzed. From the perspective of resources industry chain, the paper explores low carbon development model, namely, the system model having management, production, technology and policy all in one body, and on this basis, establishes five coordinated development mechanism: management mechanism, the benefit sharing mechanism, planning mechanism, indus- trial symbiosis and coordination development mechanism and evaluation mechanism so as to facilitate the integra- tion of the resources and the development of low-carbon economy.
