摘　　要：作为顺应时代出现的新事物,政府投资项目代建制也是今后投资工作必定会面临的发展趋势,也是发达国家最常用的措施之一。作为一种管理制度的创新,代建制在国内得到广泛应用。作为一种探索性的工作,其基本思路是正确的,但是在具体操作上却会面临诸多问题,因此文章通过政府投资项目代建制的激励约束机制及风险管理的分析,希望能够将问题解决,帮助其顺利地发展。As to adapt to new things emerging era, the trend of development of agent construction system of government investment project is also the future investment work will face, but also one of the most commonly used measures in developed countries. Innovation is a kind of management system, construction agent system is widely used in domestic. As a kind of exploration work, the basic idea is correct, but in the specific operation will face many problems, so the incentive and constraint mechanism and risk management through the agent construction system of government investment project analysis, hope to be able to solve the problem, to help the smooth development of.
