摘 要:从非经营性政府投资项目代建制成功标准的概念出发,利用"物有所值(Value For Money,VFM)"原则分析与研究了非经营性政府投资项目代建制的成功标准。研究结果显示:一方面,对比传统管理模式,非经营性政府投资项目代建制能够在项目、组织、政府、社会四个层面上产生额外的经济或者社会价值;另一方面,要合理评价非经营性政府投资项目代建制实施绩效,必须构建一个包含项目、组织、政府、社会四个层面成功的非经营性政府投资项目代建制成功标准体系。It is essentially and significantly for us to develop and establish the success criteria for construction agent system in nonprofitable government investment projects.Based on the literature review and the conceptual analysis,the success criteria for construction agent system in non-profitable government investment projects was analyzed and studied.Results show that:compared with the tranditional mode,there were Value For Money emerged in dimensions of project,organization,government and society by implementing construction agent system in non-profitable government investment projects.Thus,the framework of success criteria for construction agent system in non-profitable government investment projects can be constructed by factors involved with evaluting performance of the project,the organization(the agent) strategy,the government strategy and the social benefits by implementing construction agent system in non-profitable government investment projects.
