摘　　要：化工过程安全是化工设施物料泄露及次生灾害的风险防范与管理。工业化国家吸取化学灾难性事故教训,近三十年来在企业微观运行和政府监管的层面开始了过程安全管理的建章立制,并综合和发展了过程安全技术规范。中国化工过程安全立法初具框架,在局部有着比发达国家更加全面和深入的要求,但在立法效力、法规整合、执行有效性等方面还具有提升空间。Safety in chemical process includes the protection of mediums leakage in chemical facilities and risks from secondary disasters. In industrial countries, with the learning from the disastrous chemical accidents, the establishment of the regulations in process safety management at the levels of enterprise operation and government supervision has been started within recent 30 years, and process safety technology codes have been developed. In China, the legislation for chemical process safety has also been framed, and fixrthermore, more overall and in-depth requirements are requested in local parts in China than in developed countries. However, in the aspects of legislative effects, consolidation and enforceability there are rooms for enhancement.
