反劫持大巴车事件处置谋划探析

摘　　要：劫持大巴车随机性强、机动灵活、防范性差、容易得手且成本很低，会造成巨大的社会影响和恐慌，极有可能成为恐怖分子和暴力犯罪分子较为便捷的一种袭击和犯罪方式。要圆满完成处置劫持大巴车事件的任务，离不开科学的谋划和高效的指挥。在进行处置谋划时，应把安全解救人质作为重点和目标。把控得严作为确定兵力部署的标准，以查得清为指挥员定下决心的前提，灵活巧妙地运用战法，实现突得进、救得下的目标。Buses hijacking is characterized by strong randomicity, high flexibility, victims＂ poor precautions. easy success and low costs, which results in great social influence and panics, becoming the most possible way for the violent terrorists and criminals to carry on attacks. The successful disposition of buses hijacking cases depends much on scientific planning and effective commanding. Therefore, focus should be placed on the safe release of the hostages. Strict control should be the standard for determination of the force deployment and accurate detection be the premise of the commanders＂ resolutions. Use should be made of flexible combating approaches to achieve a safe release of the hostages.
