警察自媒体建设与管理若干问题研究

摘　　要：随着互联网信息技术的迅猛发展,我国网民的数量也快速攀升。网民的迅猛增加和自媒体平台的广泛使用对公安工作影响巨大,作为政府职能部门的公安机关,应当审时度势,加大对互联网的管控力度,同时加强警察自媒体建设,占领互联网舆论阵地。近年来,公安机关逐步认识到警察论坛、警务微博和微信等自媒体的强大功能,并开始重视警察自媒体建设,发挥其在警方权威信息发布、加强警民沟通、宣传警察自身形象和提升公安机关公信力方面的作用。各级公安机关应当认真总结警察自媒体建设中的经验教训,转变观念,解放思想,进一步重视警察自媒体尤其是非官方自媒体建设,鼓励和支持民警参与活动并规范管理;综合利用各种自媒体平台,实现优势互补,提高警察自媒体建设的整体效能。The quantity of netizens in China has rapidly climbed along with booming development of the internet information technology. The rapid increase of netizens and widely used ＂we media＂ platform have exerted huge influence on public security work. As one of the functional government departments, by considering the current situation, public security organs shall devote greater effort to manage and control internet, strengthen police ＂we chat＂ construction in order to occupy the field of internet public voices. In recent years, public security organs have gradually noticed the huge functions of ＂we media＂ including police BBS, policing microblog and ＂we chat＂ and begun to attach great importance to police ＂we media＂ construction, playing its role in announcement of police authoritative information, effective communication between police and the public, propaganda of police image as well as promotion of public security organs＇ credibility. By carefully summarizing experience and lessons in the construction of police ＂we media＂, public security organs at different levels shall free out minds and change perceptions to pay more attention to the construction of police ＂we media＂ especially non -official ＂we media＂ construction, encourage police officers＇ participation and conduct standard management, comprehensively take advantage of various ＂we media＂ platforms in order to make their respective advantages complementary to each other and promote the overall efficiency of police ＂we media＂ construction.
