苏北地区农村贫困新特征与扶贫开发政策建议

摘　　要：自2008年以来,江苏省组织实施了脱贫攻坚工程,到2013年在全国率先消除了绝对贫困。虽然苏北地区的绝对贫困现象已经大大缓解,但相对贫困现象却日益突出;针对苏北地区贫困的新特点,江苏省的扶贫开发政策也发生一些变化,扶贫瞄准对象的多维化,开发式与救助式扶贫并举的双轮驱动机制已经形成。在此基础上提出了苏北地区农村扶贫开发的政策建议。North Jiangsu is comparatively less-developed in Jiangsu Province and relative poverty is still a tough issue to tackle in the north of the province.This article discusses the characteristics of poverty in North Jiangsu,the changes of poverty relief policies,the multiple approaches of poverty relief,and the integration of aid and development,and suggests new relief policies,a new rural development mode,the focus of public facilities in rural areas and the establishment of the rural social guarantee system.
