论竞争性国有企业与政府的关系

摘　　要：随着国有企业改革的不断深入,国有企业正在向两个方向集中,并逐渐形成了两种形态不同的国有企业:公益性国企和竞争性国企。文章在分析竞争性国企的定位及其改制形式的基础上,分析竞争性国企与政府的关系,并对完善竞争性国企的治理提出相应的对策。The state-owned enterprises reform further and go to directions：the public good enterprises and competitive ones. Based analyzing the orientation and new form of the competitive enterprises, their relationship with the government is analyzed. Solutions are also proposed to improve management.
