摘 要:在能源问题尤其是车用能源问题逐步显现的背景下,汽车节能的紧迫性和必要性日益被人们所重视。目前,欧、美、日等国均已实施了较为完善的汽车节能管理体系并取得了良好的实施效果。额度积分交易制度作为企业平均燃料消耗量管理的重要措施,在美国已经得到实践。在我国提出2020年乘用车新车平均燃料消耗量达到5.0L/100km国家目标的大背景下,对引入额度积分制度对生产者和消费者的影响进行了定量评估,并指出了目前额度积分市场存在的问题,为国家制定相关政策提供了有益参考。With the dramatic emergence of energy shortage,as the main group of energy consumption,the urgency and necessity of automotive energy-saving draws much attention from the society. At present,the European Union,the United States and Japan have perfected their automotive energy-saving management and it results in sound performance. Credit trading system,as a significant measurement for managing CAFC,has got practical achievements in the United States.On account of the national target of new passenger car fleet average fuel consumption with 5. 0L / km,this paper elaborates an impact assessment of manufacturer and consumer in terms of the introduced credits system. In addition,it indicates the current problem in credit trading markets and will be beneficial to the rulemakings for reference.
