摘　　要：项目后评价是投资项目管理过程中不可或缺的重要环节,通过对已完成项目的实施过程、结果及其影响等方面进行调查研究,总结和评价投资项目决策和实施过程中的经验教训,提出对策和建议,达到改善投资决策和管理水平,提高投资效益的目的。蒙古国塔木察格盆地勘探项目是中国石油第一个跨国运作的勘探区块,涉及单位多,资料收集、历史情况复原难,此外,这种跨国运作项目不同于境内项目运作,需要考虑更多的非地质因素。该项目后评价工作的成功组织和完成,对后续类似海外油气勘探项目的勘探、管理及后评价工作具有重要借鉴意义。Post evaluation is the indispensable important part in the investment project management. Through the investigation of implementation process, consequence and influence for the project, we can summarize and evaluate the decision and lessons,and propose the suggestion to improve the investment decision-making and management level. At last, the investment returns are increased. Tamuchage Basin Exploration Project in Mongolia is the first transnational operation block which involves many work units and data collection. This transnational operation project should consider many non-geologic factors. Successful organization and completion of the evaluation work for this project has an important reference for the exploration,management and evaluation of similar overseas oil and gas exploration projects.
