摘 要:学术权力的本质属性仍是学术人员自主管理学术事务的行政权,若只谈学术权力的保障而忽略学术权力的约束,容易滋生学术腐败、降低学术决策质量,从而违背教授治学的初衷。通过对我国高校学术权力约束不足的系统剖析,从教授、学术组织、学校和社会四个层面对学术权力约束进行了探讨,提出应加强教师自身建设,构建以加强教师自身建设为核心、健全学术组织规章制度为基础、以校内权力制衡体系为关键、引入学术司法审查为保障的学术权力约束机制。Academic power is essentially a form of administrative power wielded by scholars in academic management. Regardless of the constraints of academic power, emphasizing the insurance of academic power is inclined to cause academic corruption, undermine the justification of academic decision- making and deflect from the original purpose of professor's governance. By analyzing the inadequacy of constraint on academic power in China's universities, this essay discusses the constraint on academic power in terms of professor, academic organization, university and society. On the basis on the discussion, an academic power constraining system is proffered, comprising four parts: strengthening professoVs self- improvement, completing the rules and regulations of academic organizations, constructing a power-balance mechanism in universities and introducing academic judicial review system.
